Health Scrutiny Committee

Membership

28 Members: 14 Non-Executive Members of the County Council and 14 Members drawn from the Scrutiny Committees of District/Borough Councils (2 representatives per District/Borough Council).

Chairman’s Welcome

The new responsibility to scrutinise health bodies will provide a challenge. In preparing for this new responsibility, we have spent some time seeking to build up understanding between local authorities and health colleagues. The Committee is very much a partnership with District Council Members. We all have the same aim - to assist in the improvement of the health of residents in County Durham. The focus which the new Health Scrutiny Committee provides gives us an opportunity to maximise the benefits of working together towards this crucial aim.

Remit of the Committee

To fulfil the Overview and Scrutiny role in relation to Health Scrutiny matters as set out in the Health and Social Care Act 2001 and National Health Service Act 2006 including:

  • Considering the improvement of health within the County.
  • Dealing with consultations about substantial changes to be made in relation to health matters.
  • Scrutinising appropriate health issues to secure health improvement;
  • To address health inequalities.
  • To seek to promote and encourage local authority activities which are complementary to the improvement of health within the County.
  • To receive reports from health bodies and to prepare an annual report to be included within the Overview and Scrutiny annual report.
